Venlo City Hall: Cradle to Cradle and Activity-Based Working in Action

When the Municipality of Venlo decided to unite nearly 1,000 employees across multiple offices into one new City Hall, its ambition extended far beyond consolidation. Venlo aimed to create a building that embodied its Cradle-to-Cradle (C2C) principles — a workplace that would serve people, community, and planet alike. The result: an award-winning building that has become an international benchmark for sustainability, wellbeing, and collaboration.
The Challenge
In 2009, Venlo faced a practical and symbolic challenge. Its municipal teams were dispersed across several locations, leading to inefficiencies and silos. At the same time, the city wanted to position itself as a pioneer in circular economy and public innovation.
The goal was to design a City Hall that would not only bring people together, but also embody C2C philosophy — a living example of how architecture, technology, and organisational culture could reinforce one another. The challenge: to transform the traditional concept of a City Hall into a transparent, regenerative, and inclusive workplace.
Approach / Process / Interventions
Our role included:
- Designing and facilitating workshops, trainings, and keynotes to prepare leaders and employees for ABW and flexible work.
- Helping teams digitise workflows and citizen services to support new ways of working.
- Guiding the organisation in breaking down silos and fostering collaboration.
- Acting as the bridge between bricks, bytes, and behaviour — ensuring the physical space, technology, and culture aligned throughout the transformation.
Results / Impact / Outcomes
- Employee satisfaction rose to 90%.
- Sick leave significantly reduced.
- Greater flexibility and work-life balance achieved.
- Cross-departmental collaboration strengthened.
- Office footprint reduced by 6,000 m² through ABW.
- Energy consumption cut to one-third of previous buildings.
- Building generates its own energy and filters air cleaner than outside air.
- Absorbs 30% of CO₂ and fine dust in the surrounding area.
